Chief Administrative Judge A. Gail Prudenti today announced the appointment
of Hon. Judith N. McMahon as Administrative Judge of Richmond County Supreme Court.
Judge McMahon will succeed Hon. Philip G. Minardo, who has reached the mandatory
retirement age of 70. The appointment, effective January 1, 2012, was made with the approval of
Chief Judge Jonathan Lippman and in consultation with Acting Presiding Justice William F.
Mastro of the Appellate Division, Second Department.
Welcoming Judge McMahon to her new post, Judge Prudenti said, “Judge McMahon is a
distinguished jurist and highly regarded member of the Richmond County legal community,
admired for her outstanding work ethic, integrity and foresight. She has devoted most of her
professional life to serving the residents of Staten Island, as a Supreme Court Justice, Civil Court
judge, court attorney and arbitrator. Judge McMahon is an innovative leader whose intimate
knowledge of the court system and keen vision will be a great asset to the Thirteenth Judicial
District. I am so pleased that Judge McMahon has agreed to take on this critical assignment and
confident that she will meet the challenges of her new role with the same dedication and
enthusiasm she has demonstrated throughout her illustrious court career.”
Judge Prudenti added, “I want to thank Judge Minardo for his significant contributions to
the Thirteenth Judicial District in his role as Administrative Judge. As the County’s first
Administrative Judge—a position created in 2005 when the Thirteenth Judicial District was
formed—Judge Minardo has set a high bar, leaving behind a legacy of productivity, efficiency
and innovation. He is a dedicated public servant and longstanding member of Staten Island’s
court family and legal community. I wish him the very best in all of his future endeavors.”
Judge McMahon was elected to the Richmond County Civil Court bench in 2003 and
appointed an Acting Justice in Richmond County Supreme Court in 2006. She was elected to the
County’s Supreme Court bench in 2009. Judge McMahon first joined the Unified Court System
in 1990, initially serving as a law clerk in Richmond County Supreme Court and later as a court
attorney in both the County’s Supreme Court and Civil Court. She is a graduate of New York
Law School who began her legal career as a trial lawyer, specializing in personal injury and
medical malpractice cases.
